On January 10, 2024, a Federal Grand Jury released an updated indictment against individuals arrested and charged with crimes associated with human trafficking.

According to the Plano Police Department, the work of law enforcement not only resulted in these arrests but also revealed crucial information that will support ongoing investigations into human trafficking activities. The indictment will contribute to the identification and rescue of victims who have been involved and exploited by these offenders.

The individuals arrested and charged are as follows: William McKinnley Garland, Jalen Alexander Bobo, Selena Rose McCombs, Robberta Marie Khan and Anastasiya Claire Lyons. The charges include coercion and enticement, as well as aiding and abetting.

As Local Profile previously reported, on December 11, 2023, the Plano Police Department collaborated with the Federal Bureau of Investigation and the United States Attorney’s Office for the Eastern District of Texas to dismantle a human trafficking ring operating on Sowerby Drive in Plano.

This indictment marks the conclusion of a lengthy investigation conducted by the Plano Police Department into a sex trafficking ring orchestrated by Garland and accomplices. According to the DOJ, young women were allegedly recruited to work as escorts for Garland. However, once lured, they purportedly faced coercion into engaging in commercial sex, often through violent means and threats orchestrated by Garland or those acting under his direction. Law enforcement evidence suggests that this organization operated across Collin County.

“We would also like to send a message of hope and support to all human trafficking survivors in this investigation (and others) who are now on the path to recovery,” Plano police said. “You are not alone, you are not to blame and you are not forgotten. We are here to listen, to help and to celebrate your progress. You are safe and can start the healing process.”

This statement aligns with National Human Trafficking Awareness Day, observed annually on January 11, shedding light on the struggles of millions who have been or are currently being exploited and abused by traffickers.

"On National Human Trafficking Awareness Day, we want to reaffirm our commitment to eradicating this heinous crime from our community,” Plano Police Chief Ed Drain said. “We stand with the survivors and are unwavering in our pursuit of justice for those who have suffered at the hands of these traffickers. These recent arrests are a testament to the hard work and dedication of our detectives, who tirelessly strive to protect the vulnerable in our society."

This is a continuing multistate investigation and the Plano police are pursuing all leads and information related to these offenders. Those with potential information are asked to call this special human trafficking line: 972.941.2044.
