Massive Roadway Expansion Begins In McKinney: Milestone For Collin County Mobility

The $967.1 million budget covers everything from right-of-way acquisition to full construction

The Texas Department of Transportation (TxDOT) officially broke ground on the Spur 399 expansion on June 17, 2025, kicking off the first major infrastructure project tied to the broader overhaul of Collin County’s key corridors. 

A Critical Connection for a Growing County

The Spur 399 expansion will extend the current route to directly connect U.S. Highway 75 south of McKinney to U.S. 380 east of McKinney. The project is designed to alleviate mounting vehicle congestion and accommodate the county’s population growth by offering new north-south travel capacity.

The current Spur 399 supports about 32,000 vehicles per day. The expanded corridor will be capable of handling up to 243,200 vehicles daily, an essential improvement for one of the fastest-growing counties in Texas. Officials estimate the project will reduce total driver delays by more than 13,500 hours per day once complete.

Last year, the city of McKinney’s annual population estimate for the city. With nearly 215,000 residents now in the city, McKinney saw a 1.6% increase in population from January 2023. Major Investment in Future Mobility

Spanning just over six miles, the new eight-lane freeway is a significant investment in the region's infrastructure. The $967.1 million budget covers everything from right-of-way acquisition and utility relocation to full design and construction.

Once complete, the route will curve east around McKinney National Airport before linking to U.S. 380. As the airport continues to expand with more terminals and the addition of commercial flights, even more traffic is expected.

Currently, the airport contributes over $299 million annually to the local economy, according to a 2024 economic impact report. That number is projected to climb to $400 million annually with the addition of commercial service, boosting jobs, tourism and long-term growth.

While this is the first major step in TxDOT’s plans for the Spur 399 and U.S. 380 corridors, it is a starting point for the long-term improvements aimed at increasing safety, reducing commute times and supporting the area’s continued residential and commercial growth.
